II. NEW CLP REGULATION* GENERAL OVERVIEW AND CURRENT TASKS

The REACH Regulation entered into force on 1 June 2007, and the CLP Regulation entered into force on 20 January 2009. The new regulatory framework concerns any entity involved in the manufacture or in the supply chain of chemicals or articles containing these substances.

Dr. Casper Herler is a Partner in and Co-Head of Hammarström Puhakka Partners’ Environment and Property Practice. His environmental work covers the whole range of environmental topics such as advising on the environmental aspects of corporate and financing transactions as well as heading teams advising on environmental and infrastructure projects. Casper frequently represents his environmental, chemical and mining clients in their dealings with regulators and the Finnish government. Casper is a frequent speaker at seminars on environmental, waste and chemicals issues and also teaches environmental and chemical law at the University of Helsinki. He has also been consulted as an expert by Finnish ministries in legislative projects, for example on the implementation of the Environmental Liability Directive and the revision of the Mining Act. Casper Herler is chair of the American Chamber of Commerce in Finland’s chemicals committee.

Renārs Gasūns, LLM, is a Senior Associate of bnt Klauberg Krauklis. He gained experience in the European Integration Bureau (governmental body directly responsible to the Prime Minister) being in charge for surveillance of EU environmental law implementation. As the Head of Legal Department within that Bureau was responsible for drafting and implementation of National Programme for Adoption of Acquis and National Phare &Transition Facility Programmes, incl. for environmental projects. Renārs is a former member of various law drafting working groups in EU and environmental law areas established by the Government, as well as of the Council of the Heads of Legal Departments of State Institutions. Within bnt his main practice areas are environmental and food law, as well as pharmaceutical and life science law. Renārs provides lectures at various EU and environmental law seminars for state and private institutions. He also conducts the course on EU law and International Legal Cooperation at the Business School of Administration “Turība”.
