A public lecture „Public-private Partnerships” by Line Markert, Attorney (Denmark)
A lecture on public private partnerships included a presentation of the general principles of public private partnerships as they are established in Denmark and Europe, including an outline of the basic elements of PPP which differentiate PPPs from traditional public procurements, for example:
- the system of contracts and relations between the different parties in the PPP setup (the public party, the private party, the bank, subcontractors, the citizens using the facilities provided by the private party on behalf of the public party);
- the principles of combining construction and service periods;
- risk sharing between the private and the public party.
The presentation included a picture of the developments currently seen in the PPP market and the trends expected to set the stage for PPPs in Europe in the next few years. The international trends were linked to the current status of the PPP market in Latvia and the actions taken to enhance the knowledge of PPP in Latvia, and the potential advantages which can be achieved by establishing PPPs in different public sectors. This also included references to Danish experiences and challenges in introducing PPP in a new market.
