Rīgas Juridiskā augstskola sadarbībā ar Latvijas Republikas Ārlietu ministriju, Transparency International Latvia un Anti-Corruption Action Centre Kijevā aicina Ukrainas valsts pārvaldes un nevalstiskā sektora organizāciju pārstāvjus, kas piedalās rīcībpolitikas veidošanā un īstenošanā attiecībā uz caurredzamu un labu pārvaldību, pieteikties programmai "Implementing transparency and good governance: the Latvian experience for Ukraine" ("Īstenojot caurrdzamu un labu pārvaldību: Latvijas pieredze Ukrainai"). Programma notiks no 2015. gada 14. līdz 16. oktobrim Rīgā. Šī būs jau otrā mācību programma pārstāvjiem no Ukrainas, ko īstenos Rīgas Juridiskā augstskola
Pieteikšanās termiņš ir 2015. gada 15. septembris. Lai pieteiktos, kandidātiem ir jāiesniedz šādi dokumenti:

Par dalību programmā dalībnieki tiks informēti līdz septembra beigām. Kopumā tiks izvēlēti 10 - 15 Ukrainas valsts pārvaldes un NVO pārstāvji. Visas izmaksas sedz LR Ārlietu ministrija.

About the Programme
Latvia has undergone a profound transition from being one of the former Socialist Republics to becoming a full-fledged member state of the European Union. It has accumulated extensive experience in setting up governmental structures, implementing international obligations and monitoring that helps to prevent and fight against corruption. This knowledge, transferred from the personal experience, can be successfully utilised by other countries with a similar past and shared aspirations.
The training programme duration is 3 days, when in several sessions, discussions and visits under guidance of an experienced lecturer the participants will meet with the Latvian government and non-governmental representatives and will receive detailed information about the changes and the resulting improvements in specific areas.The training consists of a mixture of lectures and workshops held at the premises of RGSL, as well as visits to various institutions with specific transparency and public participation experience.
Role of transparency and public control in fighting corruption is the main focus of this programme. Topics covered:
- Role of transparency and democratic controls in curbing corruption
- Use of online transparency and participation tools to enhance democratic control – case of the Latvian Cabinet of Ministers and the Parliament of Latvia
- Online systems of exposing and controlling finances of political parties, public procurement, and income and asset declaration of public officials – first steps, Latvian lessons for successful implementation.
- NGOs and media cases for the use of public data to enhance democratic control.
- Strategies for Ukraine
The training programme is practically orientated and it is intended to provide inspiration for the Ukrainian reforms. The Participants will have a chance to dicuss how the Latvian and EU experience can be best used for Ukrainian current situation.
The participants will be introduced to:
- the current context in fighting corruption and promoting transparency in EU and Eastern Europe;
- concrete projects carried out by the Latvian government and NGOs that enhance transparency of decision making and diminish corruption;
- speakers from various fields – politics, government, NGOs, academia;
- the relevant Latvian and European experience, addressing success stories, difficulties and lessons learned;
- networking possibilities.
Certificates of the successful completion of the programme will be awarded.
